The overall goal as stated in the report is to safeguard the Mekong Delta and ensure the continued well-being of communities and their livelihoods in the Delta region through informed and scientifically justified decision-making on the use and exploitation of the river resources.

The objective of the MDS is to define and evaluate changes in the hydrological processes due to the construction and operation of the LMB dams and assess their impacts the human and environment in the downstream flood plans of Cambodia and Vietnam.

Các nghiên cứu khoa học của ICEM 2010, MRC 2013 và gần đây 2015 của DHI đều đã tiên đoán 11 dự án thủy điện trên sông Mekong (LMB) sẽ có nhiều tác động nguy hại đáng kể và nghiêm trọng xuống Biển Hồ Tonle Sap, cánh đồng vùng lụt Cam Bốt, và châu thổ Nam Việt Nam. Lào đã không đạt được thỏa hiệp nào tại Ủy Ban Liên Hợp Mekong (MRJC) vì đại diện Cam Bốt và Việt Nam đã phản đối; nhưng Lào vẫn ngang nhiên tiến hành hai dự án Xayaburi và Don Sahong và còn dự trù 7 dự án thủy điện khác nữa theo kế hoạch đã có.  Bài này trình bày các cơ sở pháp lý của Hiệp Định Mekong 1995 và các Công ước Quốc tế mà Cam Bốt và Việt Nam có thể phản đối Lào đã vi phạm khi họ vẫn tiến hành các dự án thủy điện Mekong này.

      Tháng 10, 2015_ Chỉ mới đây thôi, TT Hun Sen đã ký sắc lệnh huỷ bỏ ngày Lễ Hội Nước Bon Oum Tuk dự trù tổ chức vào ngày 24 tới 26 tháng 11 "do mực nước sông quá thấp và tình trạng hạn hán mà Vương quốc Cam Bốt đang phải đối đầu, đồng thời đòi hỏi mọi người phải tập trung nỗ lực và vận dụng mọi phương tiện có thể có được nhằm giải quyết vấn đề thiếu nước trên các ruộng lúa trong mùa khô." Đây là lần thứ tư trong vòng 5 năm chính phủ Hun Sen đã phải huỷ bỏ Lễ Hội Nước truyền thống hàng năm, thường tụ hội hàng mấy trăm ngàn người đổ về thủ đô Nam Vang để tham dự lễ hội đua thuyền trên sông Tonle Sap.      THE HIGH WATER SEASON IN THE MEKONG DELTA

It is in the age-old cyclical flow of the Mekong River marked by the High Water Season and the Receding Water Season that the eco-system of that river’s basin finds its natural equilibrium. Dohamide Đỗ Hải Minh, a Chăm scholar and a regular contributor to the Bách Khoa Magazine prior to 1975, saw life and grew up in the Hậu Giang Châu Đốc area. Well-informed about the eco-system of the Mekong Delta, he remarked that over the decades the local inhabitants are used to the annual floods, also known as the “High Water Season” and considered them a natural phenomenon that comes periodically.

"Rice production in the Vietnamese Mekong Delta is further threatened by the building of the next dam on the main stream, the Don Sahong Dam in Southern Laos. This dam will block the Mekong’s main stream just before the famous Khone Falls, reducing its flow and endangering the Ramsar site in Siphandone and the crops and fisheries downstream.” Prof. Võ Tòng Xuân, Rector Emeritus An Giang University, Vietnam.

WITH THE GREEN LIGHT FROM THE LAO NATIONAL ASSEMBLY

As reported in the The Diplomat, [Sep 04, 2015] the Lao National Assembly had officially approved the construction of the Don Sahong Hydropower Dam, a project that has raised much controversy in the past. The original plan called for MegaFirst, a Malaysian construction company, to start the actual building phase around the end of 2015. On account of the power-generating potentials of the Mother River - Mea Nam Khong, the Thai-Lao name for the Mekong - the Lao Government brushed aside all criticism and appeals from the neighboring nations like Thailand, Cambodia, and Vietnam to put a halt to the Don Sahong Dam Project in order to go full steam ahead with the implementation of its hydropower development program.
