VEF đã nhận báo cáo này từ OXFAM và được phép giới thiệu trên trang mạng của VEF.
Theo báo cáo này, gía trị hiện tại thuần (NPV) là của những đập Lower Mekong là số âm (không nên tiến hành) không phải là số dương như kết luận trong báo cáo BDP2 của Mekong River Commission.
Báo cáo này chương trình Lào và Thái và sẽ được hưởng hầu hết lợi nhuận trong khi dân cư Cam Bốt và Việt Nam sẽ phải hứng chịu hầu hết thiệt hại.
Báo cáo này là tiếng chuông báo động, những dự án thủy điện của Lào ở Lower Mekong sẽ gây ra thiệt hại nặng xuống các nước láng giềng hạ nguồn.
Báo cáo này là chứng cứ khoa học những dự án này vi phạm các hiệp ước sông ngòi quốc tế.Báo cáo này là tiếng chuông đánh thức chính phủ Cam Bốt và Việt Nam hành động ngăn cản chính phủ Lào xúc tiến các dự án thủy điện ấy.Dân cư Cam Bốt và Việt Nam phải làm áp lực với chính phủ của họ để cứu lấy sông Mekong và bảo vệ sinh kế của mình trước mối đe dọa ấy.
Các nhóm tiêu thụ, quỹ đầu tư thủy điện, cố vấn kỹ thuật, nhà thầu xây dựng và cung cấp thiết bị nên rút lui ra khỏi những dự án sai trái và gầy tranh chấp mâu thuẫn quốc tế này.

VEF has received this report from OXFAM and has the permission to post is on VEF website.
This report shows in terms of NPV, there will be a net loss from the Lower Mekong dams in contrast to the conclusion from the Mekong River Commission Basin Development Plan (BDP2) that there is a net gain from them.
The report also indicates that Laos and Thailand would reap most all of the benefits whereas Cambodia and Vietnam would bear most all of the cost.
This report is an important warning that Laos hydro-power projects will cause significant harm to neighbor countries.
This report is a strong message to Laos that they are in violation of international river and water laws.
This report is a wake up call to Cambodia and Vietnam governments to take action now to stop Laos from proceeding with these projects.
The Cambodian and Vietnamese people must pressure their governments to stop Laos, save the Mekong and protect the people livelihood.
Hydro-power investors, engineering consultants, contractors and suppliers should pull out from these fraudulent projects and international conflict.

mới), DNA engineering (áp dụng trong nông nghiệp, sinh học, y khoa),
arcology (áp dụng trong kiến trúc với hài hòa thiên nhiên; ‘arcology’ chữ ghép kết

Viện Khoa học Kỹ thuật Nông nghiệp miền Nam (IAS) đã trải
qua một chặng đường lịch sử 90 năm (1925-2015). Tài liệu
này nhằm tóm lược những sự kiện mà nhóm tác giả biết được
một cách chưa đầy đủ. Kính mong những cán bộ khoa học
lão thành trong và ngoài nước, những nhân vật lịch sử đã từng
cống hiến cho sự nghiệp khoa học nông nghiệp tại đây, sẽ
giúp đỡ, đóng góp ý kiến và cung cấp cho Viện thêm nhiều tư
liệu quí báu. Nhóm tác giả là những hậu sinh, chỉ có thể tìm
hiểu Viện qua bộ tư liệu rất lớn có trong Thư viện của IAS từ
đầu thế kỷ 20 đến ngày nay. Chắc chắn còn rất nhiều sự kiện
lịch sử sẽ được bổ sung thêm sau này. Đây không phải là tư
liệu viết về lịch sử của Viện. Mà chỉ là công trình khảo cứu các
hoạt động của Viện trong từng chặng đường đã được lưu giữ
trong cơ sở dữ liệu của Thư viện...

October, 2015_ Only recently,
Prime Minister Hun Sen signed a directive cancelling the Bon Oum Tuk Water
Festival that was due to be held from November 24 to 26 with this explanation:
" due to the low level of the river and the drought our Kingdom
of Cambodia is facing, which requires us to gather our forces and all possible
means to solve the problem of water shortages for rice fields in the dry
season.”
This is the fourth time in five years that the
government has called off the annual festival which traditionally attracts hundreds
of thousands of people to the capital city of Phnom Penh to attend the boat

The overall goal as stated in the report is to safeguard the
Mekong Delta and ensure the continued well-being of communities and their
livelihoods in the Delta region through informed and scientifically justified
decision-making on the use and exploitation of the river resources.
The objective of the MDS is to define and evaluate changes
in the hydrological processes due to the construction and operation of the LMB
dams and assess their impacts the human and environment in the downstream flood
plans of Cambodia and Vietnam.
